Is it possible to pay the upgrade fee before July 1st, since that would be in our next fiscal year?

Maybe you are eligible to free upgrade.

What I can suggest is to create a ticket on our sales upgrade department here: https://www.gdpicture.com/support/getting-support-from-our-team/Tickets/Submit

Provide us your licensing info and we will check what is required. In case you need to purchase a V9 upgrade before this date we will provide a solution.

Hey does 9.0 have PDF continous page scrolling like Adobe Reader? Also is cutting text from PDF for pasting in the future?
