Will a single developer license allow me to develop an application (MSAccess2k, MDB) on one machine (Win2k) and import/upgrade it on another machine (WinXP) to the MSAccess2003 (MDE) format my client uses. i.e. is the license restriction for a single developer computer based rather than individual specific?

From the license agreement (https://www.gdpicture.com/license.php):
Per-developer license: Each valid license key entitles a single developer to write software which accesses to the purchased component.
In other words, there is no computer based restriction, only developers access limitation.
And don't forget:
You are not allowed to diffuse your license key to other people.
