Layer two PDf files

Back into 2011 a similar question was asked here but I wanted to confirm that it was still not possible I want to take two PDF files, one base template that acts as a background layer and a second overlay and combine the two layers to produce a single pdf page. Is this still not possible? If not, is the only option to rasterize the PDFs to images (i.e. PNGs) and then combine those (ala DrawGdPictureImage)? I need to try to retain as much high-quality fidelity as possible since there could be a lot of text in the PDFs.

This is possible since a long time by using the GdPicturePDF.DrawPage() method.
