The ThumbnailEx user control has been designed to allow files to be dropped or allow pages to be moved inside of itself (when the corresponding property is set to True) and provides the corresponding events. It has not been designed to allow content transfer from a ThumbnailEx control to another using drag and drop.

That being said, a possible workaround would be to allow multiselection in each ThumbnailEx control and provide the user with a button to send the content of one to the other (and another one for the other way around if you need both ways to be available). Every method needed to append to or delete from a document is provided so it is easy enough to implement depending on the document type you work with (it means that PDF documents and image documents will have their own processing code using the corresponding dedicated class).
