I am using DocuVieware trial version.
If you insert an comments using DocuVieware and look at the acrobat reader, the comments does not appear.
Is it incompatible with Acrobat reader?

I tried it right now. I created a comment annotation within a PDF document, I saved it and it is properly displayed in Acrobat Reader. However, you cannot interact with those annotations through other products, only using GdPicture.NET based applications.

1. Select text
2. Mouse right click > Highlight menu click.
3. Highlight click > Comments click > Write comments and save
4. Save PDF and open PDF on adobe reader.
Then comments does not exist in comments tab.

Yes, you're right. These comments are GdPicture XMP annotations and as such, they are not visible in other viewers as they are not compatible with them. They are only visible using GdPicture.NET based applications as well as all other annotations used within DocuVieware.
